Abrazos solidarios desde la República Dominicana. En nombre del Excelentísimo Sr. Presidente Luis Abinader, del pueblo dominicano y en el mío propio, me dirijo a ustedes para manifestar unas palabras en la conmemoración del décimo aniversario de la creación de la Comisión Internacional contra la Pena de Muerte.
Ninguna sociedad civilizada se puede permitir recurrir a la pena de muerte como mecanismo de control social. Por eso, nos enorgullece ser uno de los Estados fundadores de esta Comisión, cuyo trabajo felicitamos.
Cabe destacar que desde 1924 nuestro país consagró constitucionalmente
el principio de inviolabilidad de la vida, y desde ese momento, todas nuestras constituciones así lo han reconocido. El mandato constitucional para abolir la pena de muerte se sustenta en que nuestro país cree en la reinserción social y en ese orden proporciona medidas justas a los hechos que se comenten en el territorio de la República Dominicana.
Motivado por este mandato constitucional, nuestro país se ha sumado al Protocolo a la Convención Americana sobre Derechos Humanos relativo a la Abolición de la Pena de Muerte, y al Segundo Protocolo Facultativo al Pacto Internacional de los Derechos Civiles y Políticos, destinado a abolir la Pena de Muerte.
Asimismo, República Dominicana mantiene un apoyo activo a la Coalición Mundial contra la Pena de Muerte cuyo objetivo es lograr la incorporación de la mayor cantidad de Estados a los protocolos universales y regionales sobre abolición de la pena de muerte.
En este sentido, el nuevo gobierno dominicano, insta a los Estados miembros del grupo de apoyo a esta Comisión a redoblar los esfuerzos por
lograr la abolición de este castigo cruel e inhumano. Al mismo tiempo comprometemos nuestro continuo apoyo para lograr ese cometido.
Aprovecho esta ocasión para manifestarles a todos ustedes las seguridades de mi más alta estima y consideración.
WORLD DAY AGAINST DEATH PENALTY
Warm greetings from the Dominican Republic. On behalf of His Excellency Mr. President Luis Abinader, of the Dominican people and of my own, I address to you to express a few words in commemoration of the tenth anniversary of the creation of the International Commission against the Death Penalty.
No civilized society can afford to allow death penalty as a mechanism of social control. This is why we are proud to be one of the founding states of this Commission, whose work we congratulate.
It should be noted that since 1924 our country constitutionally enshrined the principle of inviolability of life, and since that moment, all our constitutions have recognized it. The constitutional mandate to abolish the death penalty is based on the fact that our country believes in social reintegration and, in that order, it provides fair measures to the acts that are committed in the territory of the Dominican Republic.
Motivated by this constitutional mandate, our country has joined the Protocol to the American Convention on Human Rights on the Abolition of the Death Penalty, and to the Second Optional Protocol to the International Covenant on Civil and Political Rights, aimed to abolish the Death Penalty.
Likewise, the Dominican Republic maintains an active support to the World Coalition against the Death Penalty whose objective is to achieve the incorporation of the largest number of States to the universal and regional protocols on the abolition of the death penalty.
In this sense, the new Dominican government urges the member states of the support group for this Commission to redouble their efforts to achieve the abolition of this cruel and inhuman punishment. At the same time, we pledge our continued support to achieve that goal.
